The enchanting profession uses reagents gained from disenchanting items to enchant gear, which makes their stats better. The cheapest way to level it is to also level a crafting profession like tailoring at the same time. This way you can disenchant the green items that you craft.
First, visit an enchanting trainer in any of your factions main cities in the Eastern Kingdoms or Kalimdor. If you can't find the trainer just ask a guard.
